It appears this may be William Issac Allen son of J. B. & Luticia Allen. William and his brother Lafayette both join Company B., of the Illinois 49th Cavalry in 1863. per Illinois Civil War Records. William was born about 1843 and would have been 19 at the time of his enlistment per Illinois Civil War Records.

William Isaac married Martha L Aldridge 31 December 1865 in McNairy County, Tennessee.
They had four known children...
Eutoka Allen 1871
John B Allen 1873
Roberta 'Bertie' H Allen1879
William T Allen 1881.
After Martha died in 1882, William Isaac married Ann E McCaskell.
They had one known daughter, Martha Lulu Allen 1883.
