Los Angeles City Councilman, representing the Ninth Ward, which included Boyle Heights, and serving for thirteen years, from 1894 to 1902, and from 1904 to 1909. The son of William and Harriet Blanchard of Cumberland, Maine, he was educated at the Greeley Institute and came to Los Angeles in 1885, working as an insurance broker. He was a charter member of the Los Angeles Chamber of Commerce in 1888. During the 1900s, he partnered with Pierce Brothers & Company as an agent for the Western Assurance Company. In 1906, he was a founding officer and board member of the Occidental Life Insurance Company of Los Angeles, and he later served as vice-president of that organization. He was also the Los Angeles agent for the North British & Mercantile Fire Insurance Company of London. Husband of Arbelle "Belle" Osgood Porter, they married in Maine in 1879 and were the parents of three daughters. A Republican, he wielded considerable influence during his time in office, and his opponents likened him to New York "Boss" William Tweed of Tammany Hall. According to his California death certificate, he was cremated at the L.A. Crematory.
