Wilmer C. Garland. 60, formerly of 401 Hammond Ave., died last Thursday in -Burnsville, N;C, and was buried there Sunday. Garland was a construction worker in the Mansfield area for many years and a member of IBEW Local 688 here before " leaving for Burnsville three years ago " due to illness. He is survived by his wife, Blanche; four children and several grandchildren. David Balfour Dies in Florida David Balfour, former Mansfield resident and father of Mrs. Andre L. (Jane) Bellis. 2368 Hawthorne Dr. Clearwater, Fla.. died at Tarpon Springs, Fla., General Hospital Sunday.
