He was born in Charleston, West Virginia, a son of the late Joseph T. Wallace, Sr., and Jacqueline Garrison Wallace. He was a veteran of the United States Air Force. Mr. Wallace earned an associate degree in science from Victor Valley College, and an associate degree in interdisciplinary arts from what is now Coastal Carolina University. He was the owner of Low Country Heating and Cooling in Horry County, SC.
