Stephanie was the daughter of Willie "Bill" Thomas and Mable Cleveland Thomas Rayford. She was educated in the Peach County School System and was a Class of 1973 graduate of H. A. Hunt High School in Fort Valley, Georgia. She attended Crandall College in Macon, Georgia. She was employed with the Peach County Board of Education as a School Safety Officer and a Nursing Assistant.
She was married to Arthur Bailey on July 2, 1978. She was preceded in death by her step-father, Mark Rayford and 1 great grandson, Tygel Towns Jr.

11 Grandchildren: Denisha Jackson, James Jackson Jr, Destiny Rumph, Aaliyah Rumph, Coldy Thomas, Shanecia Washington, Marcus Washington Jr, Markita Washington, Damarrion Washington, Jacori Washington and Nova Washington.
5 Great Grandchildren: Sakyria McLemore, Cedric McLemore Jr, Jakeia McKenzie Jr, Paris Robinson and Ashanti Worthy.
Graveside services were held Monday, July 19, 2021 at 1PM in the Willow Lake Memorial Gardens Cemetery in Fort Valley, Georgia with Rev. Shawn Drains officiating.
