US Congressman. He served in the United States House of Representatives from the 37th, 35th, 40th, and 41st District of California from January 3, 1979 to January 3, 2013. In 1956, he received a B.A. degree from the University of California - Los Angeles. He later worked in the insurance industry. From 1964 to 1968, he served on the San Bernardino School Board. During his tenure on the school board, he also worked on the staff of Rep. Jerry Pettis in 1966. In 1968, he was elected to the California State Assembly and served in the legislative body for the next ten years before deciding to seek a seat in the United States House of Representatives in 1978. He ran, as a Republican, for the House seat that was been vacated by Rep. Shirley Neil Pettis and was successful in the general election in November of 1978. He went on to serve in the House for the next 34 years before stepping down in 2013. During his House tenure, he served in various capacities including Chair of the Republican Conference and Chair of the House Appropriations Committee. He also steered hundreds of millions of federal dollars to his congressional district during his tenure.
