Politician. He was an active member of the Institutional Revolutionary Party (PRI) since 1950, and he became a councilor in the City Council of the municipality of Celaya from 1970 to 1972. He was Secretary General of the Municipal League of the National Confederation of Popular Organizations (CNOP), he was also president of the Computer Board to qualify the elections of Municipal President. Salvador began a career in Commerce, was deputy director of the Treasury, collaborated in the Mexican-American Commission for the Eradication of Foot-and-Mouth Disease and in the Construction Commission of the Ministry of Health. He was Secretary General of the Celaya Autotransport Workers Union. As businessman, he served as President of the Administrative and Fiscal Commission and legal representative of the National Chamber of Commerce, and he was also Vice President of the Confederation of National Chambers of Commerce (CONCANACO).
