Missouri Governor. Born in Vernon County, Missouri, he graduated from the University of Missouri, with a law degree in 1923 and a legal firm at Kennett, Missouri. He was the Kennett City Attorney, (1944-53) and Attorney General of Missouri, (1952-60). In 1961, he was elected the 54th Governor of Missouri, serving until 1965. During his tenure on office, the Ozark National Riverway was created, seat belt legislation was enacted, a new national park system was lobbied and school desegregation issues were in acted. After completing his term, he retired from political life. He died at age 71 in Jefferson, Missouri.
