Missouri Governor, US Congressman. Born near Gallatin, Missouri, he graduated from St. Louis Medical College in 1865 and established a medical career in Chillicothe, Missouri. He served as Physician of Livingston County, (1870-74), was president of the Chillicothe Board of Education (1871-73) and as a member of the Board of Curators at the University of Missouri, (1878-82). He was a member of the Gallatin City Council (1878-81), Gallatin Mayor in 1881 and elected as a Democrat to the Forty-eighth Congress and to the next seven succeeding Congresses, serving (1883-99). In 1900, he was elected as a Democrat the 30th Governor of Missouri, serving until 1905. While in office, he worked for increasing education funding and establishment of school districting across the state. After completing his term, he served as treasurer of the Democratic State Committee in 1912 and in 1913, President Woodrow Wilson appointed him the third assistant Postmaster General, serving until 1921. He died at age 81 in Gallatin, Missouri.
