Born January 20, 1931, age 90, of Blaine, MN passed away June 28, 2021. Richard was a Veteran of the Korean War, earned a B.A. from Xavier University of Louisiana, was a Chemist for the U.S. Bureau of Mines, and became a DFL MN State Representative from 1987 to 1999 representing N. Mpls. He was the only African-American in the MN Legislature from 1987 to 2001.
He was Chair of the Minneapolis Housing Authority, one of the Founders of Pilot City which is now known as Northpoint Health & Wellness Center in N. Mpls., and he was a Co-Founder of the Willard-Homewood organization for N. Mpls. He also authored legislation establishing Juneteenth as a State Holiday in 1996. Richard was a Commissioner for the Metropolitan Sports Facility Commission, and became an Ordained Minister for the American Fellowship Church in 2016.
Preceded in death by Mary Louise Jefferson, his previous wife.
