He was born on December 27, 1926 in Hamilton County, Ohio to Delbert Sr. and Lelia (Gano) Harper. Norman worked as a fuel delivery specialist for Hartley Oil Company from 1967 until his retirement in 1992. He enjoyed reading the Bible and National Geographic magazines, puzzling, playing cards, and looking at old pictures with his family.

Norman was preceded in death by his parents; his loving wife, C. Jean (Kelley) Harper, whom he married on June 28, 1950; and siblings, Ronald L. Harper, Delbert Harper, Jr., Russell A. Harper, and six other infants who passed at birth.

Survivors include his children, Lowell D. (Carole) Harper, Mark A. (Randi) Harper, Preston A. Harper, and Pamela J. (Rob) Thomas; grandchildren, Arian, Marley, Tisha, Natalie, Adam, and Monica; numerous great-grandchildren and one great-great-granddaughter; and siblings, Florence E. Sisson, Wilma L. Bogard, Eileen Fridley, and David "Bud" (Mary) Harper. Also surviving are several nieces, nephews, cousins, and a host of dear and special friends.
