Stephen H. Oakes was born on September 3rd, 1930 in Providence, RI, to Willard and Margaret (Saunders) Oakes of Exeter, RI. Stephen attended a one room school house, which was right across the street from his house, but was always late for school anyways. He attended high school in North Kingston, RI. After graduating from high school, Steve enlisted in the US Army in 1948, serving in Virginia, Washington, California, and Alaska until 1952, when he received an honorable discharge. Steve then decided to travel the country before re-enlisting, but his car broke down in Aberdeen, SD. He started working on a farm in Bowdle, SD to pay for his car repairs. He later started working for the Chicago and Northwestern Railroad. In August of 1952, Steve started his career with the Aberdeen Police Department where he met Lorenzia Heier at St. Luke's Hospital. The couple were married on November 17, 1952 at St. Mary's Catholic Church in Aberdeen. They were blessed with five children: Stephen Jr., Deborah, Richard, Bonita (Bonnie), and Robert (Bobby).

During his career, Steve was active with the Cub Scouts and Boy Scouts acting as the Cub Scout Leader for Pack 182 O.M. Tiffany and Scout Master for Troup 188 Good Shepherd Lutheran Church. In 1983, Steve was elected as the Brown County Sheriff and retired on January 2, 1995.

Grateful for having shared Steve's life is his wife of 68 years, Lorenzia; children: Richard (Linda) Oakes of Okeechobee, Fl., Deb Hansen of Aitken, MN, Bonnie Weber of Henderson, MN; brother, Willard (Judy) Oakes of Connecticut; brothers-in-law: Eugene (Betty) Heier of Aberdeen, Albert (Kathryn) Heier, of Aberdeen, and Larry (Cora) Heier of Oakes, ND; sister-in-law Regina (Caroll) Reis of Aberdeen; 16 grandchildren; 33 great grandchildren; two great-great grandchildren and many nieces and nephews.
