Felicia was the daughter of Willie James Smothers and Dorothy Ann Majors Smothers. She was educated in the Lee County School System and was a Class of 1978 graduate of Lee County High School. She was a member of the Green Grove Baptist Church in Smithville, Georgia where she served on the Youth Ministry and Kitchen Ministry.
She was married to Thomas Williams Jr on November 30, 1985, they raised 3 daughters. She was preceded in death by 2 sisters, Bernadette Bell and Angelyn Wimbush.
