William was born near the city of Belfast, County Down, Ireland on 29 Feb 1832. Orphaned at age 12, he was raised by his maternal uncle, Mr. Moffitt. When he came of age, William ventured to America, living first in New York, then as a farm hand in Pennsylvania and Ohio. After a visit to his homeland of Ireland, he returned to America in 1852, aboard the ship Albert Gallatin, soon settling in Anderson County, Kansas Territory. On 20 Feb 1860, he married Mary Jane Gregg, also from County Down, Ireland.
During the Civil War, William served as a Corporal in Company G, 12th Regiment, Kansas Infantry, Union Army, from 1862 to 1865.
A farmer and pioneer settler of Woodson County, Kansas, William moved there with his family in 1873, improving farmland on the middle branch of Owl Creek.
William and Mary had five children: William Frazer Agnew 1862-1904; Walter James Agnew 1866-__; Andrew Joseph Agnew 1868-1878; Lizzie" Elizabeth Jane Agnew 1871-1961 (who became the first Dean of Women, Fort Hays Kansas State College); and Rosa May (Agnew) Hogueland 1875-1904.
