Joseph Clay Powell, Jr. was born at "Coolmore" Plantation in Edgecombe County, NC, the youngest of 3 known children (2 girls/ 1 boy) born to farmer, Joseph Clay Powell Sr. and his (2nd) wife, Nina B. Knight.

He was the grandson of wealthy planter Dr. Joseph J. W. Powell and Martha B. Whitaker, who built Coolmore Plantation (ca. 1858-1860) one finest antebellum complexes in North Carolina, a splendid Italianate villa designed by Baltimore architect E. G. Lind.

He is gr-grandson of William H. Powell & Mary Harrison of Edgecombe; and gr-gr grandson of Lewis Powell & Helen Cotton of Bertie Co. He is a direct descendant of George Powell & Anne Connor who came to NC from Norfolk Co, VA in the 1730's.

Joe was only 4 years old when his father died in 1909, and he was raised by his widowed mother. He attended the University of North Carolina (UNC) and graduated in 1926, and later married Elizabeth Watkins. They were parents of one known child: Joseph Clay Powell, III.

Joe & Elizabeth were the last of the Powells to own Coolmore Plantation. Upon his death, he and his unmarried sister, Mary Collins Powell, deeded the 12-acre plantation to Preservation North Carolina and the National Trust for Historic Preservation, who now hold the property in public trust. The property has been leased long-term to Joe and Janet Spiers, direct descendants of the original builder, who have agreed to live in the house, and open it periodically by appointment and take care of routine operations and capital needs.

Joe Powell died in 1993, at age 89. His wife survived another 10+ years, passing in 2004 at age 97.
