James was born on August 3, 1939 in Kemmerer, Wyoming, the son of Mack and Kathryn (Martin) McCloud. He graduated from Kemmerer High School.

He married Joyce Hanney on October 4,1962 in Paris, Idaho. They spent their lifetime in Kemmerer raising a wonderful family. James was an avid outdoorsman, who loved to spend time fishing, camping, and hunting. He was an avid Atlanta Brave baseball fan, and a Denver Bronco fan.
