Mary Oliver (Hart) Carr was born on February 16, 1913 in Carthage, Tennessee, the daughter of Alexander Selkirk "Kirk" Hart Sr (1878–1962) and Carrie Tolliver (Oliver) Hart (1881–).
The family moved to Nashville when she was young, and she graduated from the old Peabody Demonstration School, later known as the University School of Nashville.
Mary was married to Joseph Cordell "Joe" Carr, who was Tennessee Secretary of State. The same day in May 1944 that her husband was inducted into the US Army, she was appointed Secretary of State in his stead by then Governor Prentice Cooper. And, she is believed to be the 1st woman ever to hold a constitutional office in Tennessee, a position she held until her husband returned from World War II. Joe was Secretary of State for 27 years.
She was a member of First Baptist Church and an active member of a number of civic and charitable organizations. She was also a member of Overton Hills Garden Club, the Centennial Club and was a life member of Cheekwood Botanical Gardens
Living at 107 Westover Drive, Mary was 75 years old and a widow when she passed away on May 28, 1988 at Vanderbilt University Medical Center.
Survivors included her daughter Carolyn (Carr) Caspairs and son Joe Carr Jr of Nashville and six grandchildren.
Graveside Services were held in Woodlawn Memorial Park, Nashville.
