He was born on February 20, 1941, in Fredericktown to the late Edwin and Edith (Williams) Vail. Jay served in the United States Navy as an Aviation Structural Mechanic during the Vietnam War, where he was a Purple Heart Recipient, and retired after 20 years of service. He was a member of the American Legion Post #500, VFW Post #4027 Mount Vernon, and was a proud member of the Knox County Joint Veteran's Council for over 10 years. Jay also worked at Foster Pharmacy for over 23 years. He enjoyed restoring Case Tractors. In addition to his parents, Jay was preceded in death by his wife Marsha "Marty" Vail.

Friends may call on Monday from 5-7PM at the Snyder Funeral Home in Fredericktown. A service will follow beginning at 7PM with Pastor Sean Easterling officiating. A graveside service, with military honors provided by the United States Navy and the Knox County Joint Veteran's Council, will be held on Tuesday at 10AM at Forest Cemetery in Fredericktown.
