US Continental Congressman, US Senator. He moved with his family to the Barbados Islands in 1757, returned to Annapolis, Maryland, in 1761, studied law and commenced to practice law in Frederick County, in 1775. He was a member of the committee of observation for Frederick County in 1776, military aide to the Maryland Governor in 1777, clerk of the county court (1777-78), a member of the Maryland House of Delegates (1779-80) and a member of the Continental Congress in 1781. After his term, he served as prosecuting attorney for Frederick, Montgomery and Washington Counties in 1784, was a member, Maryland State House of Delegates (1787-88) and a member of the Maryland convention which ratified the Constitution of the United States in 1788. Appointed by President George Washington United States attorney for Maryland, (1789-91) and as chief judge of the fifth judicial circuit of the Maryland State, (1791-93). In 1793, he was elected to the United States Senate to fill the vacancy caused by the resignation of Charles Carroll of Carrollton and served until 1796, when he resigned when appointed chief judge of the fifth judicial circuit, serving (1796-1801). He was associate justice of the Maryland Court of Appeals (1801-04) and resumed the practice of law until his death at age 55.
