Captain William Stamps Howard, Jr. was a 1925 graduate of the U.S. Naval Academy. At the outbreak of World War II he commanded the destroyer USS STURTEVANT in convoy escort duty in the North Atlantic. In 1943, Howard commanded Escort Division 28 in the Pacific and subsequently oversaw various other task groups in the Marshall-Gilbert-Ellice campaigns.
His brother, Nelson Howard, also served in the Navy; and his sister, Mary joined the Red Cross and served in the Pacific during the war.
He married Eleanor Draper and were parents to two known children: William Stamps Howard III and Eleanor Howard.
Stamps Howard, Jr. died in 1962, at age 60. His wife passed in 2000.
