Harley was born south of Pella, Iowa on April 1, 1939. He graduated from the Sully Christian Grade School in Sully, Iowa and then began working on the family farm north of Sully. On November 27, 1962, he and Norma Jean Vander Streek were united in marriage and they raised two sons, Robert John and Michael Jay. Harley continued farming and milking which he thoroughly enjoyed. The remainder of his working years, he worked for Midland Manufacturing in Monroe, Iowa until he retired. Harley and Norma were faithful in following and supporting their sons with sporting activities. He was an Iowa Hawkeye fan and they enjoyed camping at Lake Red Rock. In his later years Harley experienced some memory issues and with the assistance of his wife, Norma, and their son, Michael, was able to remain at home.
