Rev. Norris was born in Effingham County, son of Frank and Minnie Norris.
He was a retired Methodist minister and former school teacher in Effingham County. He was a member of Otterbein United Methodist Church, Robinson.
He married Mary Biggs in 1957.
Surviving are his wife; daughter, Susan Strong of Newton.
