Judy was born on August 8, 1965 to Charlie and Emmaline Walker in San Angelo. Judy was the ninth born child of this union. Judy went to school at Blackshear Elementary, Lee Middle School, and graduated from Central High School in May 1983. Judy also attended and graduated from American Commercial College with an associate degree in Clerical Office Management. Judy played various sports including, softball and volleyball and had a very powerful overhand serve. Judy was very musical due to her upbringing in the church, she participated, directed, and would play the piano at church for the choir.

Judy became a mother in 1985 to her first-born son Dominic, followed by her 2 girls later on Adrienn and Jazmine. She had special relationships with each of her nieces and nephews as well most of them moved in or stayed with her at some point in their lives and were treated like her own. Judy was very intelligent and was always quick to move up the ladder with a strong work ethic. Judy over time worked an array of clerical jobs from Galilee Baptist Church as a secretary to Verizon services as an operator before moving back to Austin in 2006 to begin working for the State of Texas. Judy worked for the Texas Comptroller of Public accounts where she excelled and became the lead in her section. Judy treasured her friends that she made at work and considered them family and was a hit every time she made some good food. In 2013 Judy fought and won her battle with breast cancer with amazing grace and strength with her family and friends by her side and NEVER missed a moment to thank God for the blessing of life he had given her. In 2017 Judy got to experience what she called "The blessed day of her life!" when her first granddaughter was born with 2 more of those days to follow with the births of her other 2 granddaughters.

Judy leaves to cherish her memories her children, son Dominic Colbert; daughters, Adrienn Bledsoe and husband Michael, and Jazmine Cornelius and husband Feji; granddaughters, Michaela Judyra Grace, Adelynn Charlotte Larell, and Nova O'Karo; brothers Charlie Walker Jr., Danny Walker, Sr. and wife Doris, Earl Walker and wife Anita; and sisters, Charlie Mae "Elaine" Cook and husband Paul, Trudy Brown and husband Rick, Wanda Jelks and husband Thomas, Joyce Adesina and husband John, Bevley Walker, and Emmadale French and husband Stanley; and a host of nieces, nephews, cousins, and friends.
