Joseph O'Carroll MLA was the oldest of seven children born to parents who were both born in Ireland. They seem to have settled in Queensland first, then later moved to Melbourne. His father was a Commonwealth Hansard reporter from 1901-1927.

Joseph had two sisters and four brothers. All of their graves have been located, except sister Annie who was born in Brisbane 8/3/1900. His maternal grandparents were Ann nee O'Reilly and Patrick Devoy. His paternal grandparents came over from Ireland with Joseph's dad as they are both buried in Brisbane.

Joseph married Ruby Carrucan in 1919 when they were both 28 years of age, and they had six children together although two of them died as newborns.

Joseph went to school at St Mary's in South Brisbane until 1901, and then went to CBC (Christian Brothers College) in East Melbourne where he was the gold medal winner in the national maths competition but the year is not noted.

On 28/12/1915 when he was 24, he joined the AIF Army as a private with the 37th battalion and was sent overseas which included Passchendale, France. He listed his occupation as farmer on the enlistment papers, and he was living with his parents at 28 Jolimont Road, Jolimont, at the time. His service number was 99. He returned home in 1919, the same year he was promoted to lieutenant. Then he became an accountant and worked for the State and Commonwealth Taxation Departments for 30 years, from 1919-1949. During WWII he was a Captain and bren gun instructor for 2/22 battalion.

He was the secretary for the 37th battalion Association and a board member of the Fairfield Infectious Diseases Hospital. He was also a Heidelberg city councillor from 1934-1941, and their mayor from 1939-1940. He was a member of the ALP and became a member of the Victorian Parliament for the seat of Clifton Hill between 17/12/1949 to 27/5/1955.

He was an AFL football player too - he played three games for the Melbourne football club in 1920 and kicked two goals. He was 29 years old in 1920, and his jumper number was 20. He was 169 cm/5'6" tall and weighed 61 kg (from https://australianfootball.com)
