Born in Belle Vernon, Michael Devlin attended Somerset Area schools and graduated in 1967. Even as a student, Mike displayed special qualities and a propensity to serve others. He was nominated "Lion of the Month" in December of '67 by his senior classmates, who chose him based upon the qualities of character, leadership, scholarship and service to his school and community.

He attended Indiana University of Pennsylvania before graduating in 1972 from St. Vincent College, Latrobe, where he earned a Bachelor of Arts degree in accounting and financial administration. He was a Delta Sigma Phi fraternity brother. He was a life member of Pennsylvania Institute of Certified Public Accountants, as well as American Institute of CPA's from 1976 to 2006, working nearly 47 years for the accounting firm of Boyer & Ritter LLC, formerly as a principal and, most recently, as a consultant. At Dickinson School of Law, Mike served as an adjunct professor of accounting for approximately 28 years, where he taught basic accounting to fledgling law students.

Mike was a life member of the Kiwanis Club of Carlisle, and was recognized in 2014 as a Legion Honor Member. He was a member of the Greater Carlisle Area Chamber of Commerce and West Shore Elks. For 12 years, he was treasurer for Leadership Cumberland, an organization that promotes community leadership skills and encourages a deeper appreciation of Cumberland County.

He was a former board member of Carlisle Regional Medical Center, where he served for almost seven years. He was a board member of Carlisle Hospital for nine years, serving as treasurer for four years. He was the former treasurer of the Acoustic Neuroma Association, where he served for eight years, helping it to become the first organized in Carlisle.

A faithful member of St. Patrick Parish of Carlisle, he was also treasurer of Carlisle Area Religious Council for nearly 20 years. He also served for six years as the Finance Committee chairman at St. Patrick's Church.

Mike was treasurer for Albert H. Masland when Al ran for House of Representatives; he was also treasurer for Al's campaign for judgeship.

He served on the board of Stoneridge Homeowner's Association at Wintergreen, Va., for 14 years; he was treasurer for 11 years.
