Joe was the son of Willie Henry Scott and Frances Kate Worthy Scott. He was educated in the Houston County School System. He served in the U. S. Army from 1984 – 1991 and received his Honorable Discharge. He worked overseas in Iraq and Afghanistan from 2004 to 2006. He was currently employed with the City of Atlanta, Georgia in the COA Code Enforcement Division as a Code Enforcer. He enjoyed fishing, boating, and spending time outdoors.
He was married to Martha Miller Scott. He was preceded in death by 1 brother, Willie Henry Scott Jr.

4 Daughters: Cecily Jackson(Anthony), Breanna Laster(Daniel), Gabbi Powell and Marcella Scott.
2 Sons: Antwan Scott(Myra) and Jeremiah Scott.
