He was born June 14, 1937 to Howard and Edith Armstrong in El Reno, Oklahoma and had eight siblings.

Raymond joined the Air Force at age 16. He was a fighter pilot and instructor. After thirty-three years he retired as a Lieutenant Colonel. During Raymond's esteemed career he was awarded the Distinguished Flying Cross, Defense Meritorious Service Medal, Air Medal, Distinguished Presidential Unit Citation and many more.

Raymond was fluent in German and Russian. He had a military flight time of 3300 hours with 450 hours of combat time. He earned his Bachelor of Science in Military Science, Master of Arts in Public Administration, and Master of Business Administration.

Later in life he became a teacher and taught many classes such as economics, math, Russian, and German. He also taught at multiple levels of education such as middle school, high school, university, and prison systems.

Survived by his wife, his children, grandchildren, and his great grandchildren.
