Burgess was the first Black lawyer to be admitted to the bar in St. Louis. After graduation from the University of Michigan Law School in 1877, Burgess read in a Black St. Louis newspaper that Blacks there needed a lawyer for their own race, so he decided to relocate. After opening a law office in downtown St. Louis & founding the Emigration Aid Society in 1879, Burgess was appointed assistant city attorney by 2 Republican mayors. His legal career paved the way for other black lawyers in St. Louis & by 1927 there were 30 practicing in the city.
