Kelley Wilson Lower, youngest of four siblings, was born on October 2, 1960 in Boise, Idaho to Raymond and Lela Lower. He spent his younger years playing sports and trumpet in the marching band. Kelley attended Borah High School and Boise State University and remained a lifelong Broncos fan. He had followed in his father's footsteps and worked for the Idaho Department of Transportation for over thirty years until he was forced to retire due to illness.
Family was most important to Kelley and he left behind four children, three grandchildren, two sisters, a brother, and many nieces, nephews, and extended family.
