He attended local area schools and graduated from West Virginia University in 1968 and received his masters from Michigan Technological University in 1976.

Following 20+ years of distinguished military service as a command/instructor pilot, combat veteran, aircraft squadron commander and combat operations/acquisition staff officer in the United States Air Force - stationed at various stateside locations, Southeast Asia and Europe - Mark completed his working career as a Department of Defense/USAF contractor in 2014.

Survivors include his best friend and wife, Kathleen Ann (nee Holmes) Willey; daughter, Melinda and her husband Todd; son, Jonathan and his wife Allison; and grandchildren. In addition to his parents, he was predeceased by grandson, Dominick in 2017; son, Mark in 2010; his mother-law, Mary C. Holmes in 2019; and father-law and mentor, Robert E. Holmes in 1976.
