Born in Ada, Oklahoma the family later moved to Tulsa where she attended Central High School. On October 12, 1946, in Tulsa, Eula was united in marriage to Paul Carroll Williams. Living in Tulsa until 1971 they moved to Lake Keystone. Eula later returned to Tulsa in 2010, following the death of her husband P.C.
