Levi Kelly/Kelley is the son of Isom Kelly and Tabitha Blankenship. Levi's birth year can be seen as 1812, 1813, and 1814 in census records and he was born in what was Gallia Co., Ohio, at that time, but is currently Lawrence Co. Levi was married in 1831 to Sally Boyd and may have had a couple kids by her. There is an Anthony Kelly born about 1834 listed in Levi's 1850 census, although Anthony could be his nephew and son of Henry Kelly, instead.
Levi married Rebecca Ann Ross about 1842. Levi and his wife Rebecca can be seen in the 1850, 1860, and 1870 census and cannot be found after that. They had at least the following children: Tabitha J., James H., Mary J., Sarepta "Sarah", Joseph, Malinda, Eliza Ann, and Levi.
So, Levi died after 1870 and before 1891. I do not see him or his widow listed in the special 1890 census for CW veterans and widows, either. All of Levi and Rebecca's children have married and live in their own households by the 1880 (and neither parent is living with them), except their youngest son, Levi, who is living with his sister. I would think that if either of his parents were still living he would be with them.
If any one locates Levi for the 1840 census, or him, or Rebecca after the 1870 census, please let me know.
