Joyce was born on January 12, 1948, in Marion and was a lifelong resident of Grant County. She graduated from Marion High School on June 10, 1966, and attended Taylor University, obtaining a degree in Early Childhood Education. She worked as an Educational Assistant with Marion Community Schools, and she later became the first black female elected official in Grant County serving as the Center Township Trustee for 16 years receiving a multitude of awards and honors. She was a member of the Housing for Humanity Group Council, assisting families with clean and safe shelter. She took great pride and joy in her position as Center Township Trustee and always made helping people of the community her priority.
Joyce gave her life to Christ at an early age at Second Baptist Church and most recently was an active member of Bethel AME Church, where she assisted with missionary work and other activities. She also was a member of Encouraging Women. Joyce will be remembered for her kind heart and warm spirit. She was known to light up a room with her smile and conversation. She had a host of close friends and long-lasting friendships. Joyce loved sending cards to her friends and family on any occasion.
She is survived by her children: Joy Lynn McCowan (Michael) Oliver and Lockeeta Irene (Mark) Anthony; grandchildren: Jermaine, Johnesha (Jessica), Jaleesa, Marquis, Marcino, and Kelsey; siblings: Quentin D. (Linda) Pettiford, Carlos A. (Pamela) Pettiford, Marsha (James) Morgan, Dewayne (Kim) Pettiford, and Karen Terry; great-grandchildren: Aaron, Jermaine, Lakaia, Lewis, DaVon, Kassius, Amani Joy, JaLeeha, GraceLyn, and Legend; and a host of beloved aunts, uncles, nieces, nephews, and cousins.
Joyce was preceded in death by her parents; granddaughter, Brittany Elam; Lockert Coleman, Jr., and Hugh McCowan.
A Celebration of Life for Joyce was held on Saturday, April 10, 2021, at Greater Second Baptist Church, 705 W. 26th St., Marion, IN., with Pastor Mallory Terrance officiating. Burial followed at Grant Memorial Park.
