U.S. Congressman. He moved with his father to northwestern Ohio, in 1837, learned the printing business and crossed the plains to the California Pacific coast, in 1849. After trying to mine gold for a brief time, he established the San Francisco Mirror and united it with the San Francisco Herald, in 1860. Moving to Virginia City, Nevada, in 1862 he was a member of the Territorial council in 1863, did editorials for the Territorial Enterprise in 1864 and was clerk of the United States District Court, (1867-76). In 1879, he was elected as a Republican to the Forty-sixth Congress, serving until 1881. An unsuccessful candidate for reelection, he was appointed Minister Resident to Hawaii, serving (1882-85). Returning to California, he engaged in editorial work until his death at age 70.
