Bill was born on February 23, 1936 in Miami, Florida. He was the son of Samuel Adamson and Madge Blakely Burgess of Kingstree, South Carolina.
Bill attended Davidson College in North Carolina for two years; however, he realized he wanted a career in engineering, so he transferred to the University of South Carolina where he earned a degree in Electrical Engineering in 1959. During his career, Bill received numerous awards in recognition of his performance including the Navy Superior Civilian Service Award.
After retirement, Bill and his wife, Linda moved to Pawleys Island and later Murrells Inlet. During this time, Bill enjoyed days at the beach, fishing in the creeks, spending time with family and friends, and watching South Carolina Gamecock football. He was a kind, trusting friend and neighbor. Bill was also a member of Williamsburg Presbyterian Church in Kingstree, South Carolina.
