Ellen was the daughter of Maurice and Mary Harrington Brown, prominent citizens of early Dubuque, Iowa. She married Thomas C. Connolly at St. Patrick's Church, Dubuque, on June 9, 1874. She was the mother of U.S. Rep. Maurice Connolly (D-Iowa 1913-195) and the mother-in-law of U.S. Rep. Edward Keating (D-Colorado) 1913-1919.
