Katie B. (Foster) Carter, 79, of Moores Hill, passed away on Tuesday, March 2, 2021 at St. Elizabeth Dearborn Hospital in Lawrenceburg. She was born in Monticello, Kentucky in Wayne County to Virgil Foster and Nola (Slaven) Foster on Thursday, February 12, 1942. Katie went on to marry Robert “Bob” Carter Sr. on Saturday, December 27, 1958. They have been married for 62 years and Bob survives. Katie spent many years working for Dillboro schools where she eventually retired from. In her free time, Katie enjoyed drawing, painting, crocheting, etching glass, ceramics, and crafts of all kinds. She loved Christmas lights and enjoyed taking her grandchildren to see them every year. Katie deeply appreciated her time with her family, grandchildren, and her dogs. She was a people person who never met a stranger.

Katie is survived by her husband, Bob, of Moores Hill; sons Robert Carter Jr. (Leisa Burns) of Aurora and Tony Rigacci; daughter Pam Carter-Rigacci of Lawrenceburg; brothers Jessie Foster, Ken Foster (Christine), and Ricky Foster (Sherry), all of Amelia, Ohio; sisters Mary Ratford of Cincinnati, Betty Foster of Amelia, Ohio, and Sue Hood of Cincinnati, Ohio; five grandchildren, six great-grandchildren, and one great great-grandchild.

Katie was preceded in death by her parents, son Tony Carter, sister Ann Hentz, and brother Frank Foster.

Family and friends may gather to remember Katie on Saturday, March 6, 2021 from 9 AM to 11 AM at Filter-DeVries-Moore Funeral Home in Dillsboro. A service will follow immediately after at 11 AM with Pastor Pete Byrk officiating. Katie will be buried in Oakdale Cemetery. Memorials may be given in honor of Katie to Moores Hill Life Squad.
