Emmett was the son of Elmo Rouland and Bessie Cottle Rouland. He was educated in the Schley County School System. He enjoyed gardening, watching wrestling and westerns on television. He attended Jerusalem Baptist Church and Ebenezer Baptist Church both in Ellaville, Georgia.
He was married to Lorene Dodson Rouland, they had 3 daughters. He later married Louise Larkins Rouland. He was preceded in death by 2 daughters, Angela Francine Ingram and Teresa Ann Rouland, 1 sister, Elizabeth Rouland, 4 brothers, Willie Gene Rouland, Henry Rouland, Ernest Rouland and John Lee Rouland and 1 son-in-law, Carl Ingram.
