Three time candidate for the House of Representatives. In 1992, he gained the Democratic nomination to run against Bill Emerson, but was defeated in the major race. He filed again in 1996 and 1998 to run against Joanne Emerson, but failed to gain the nomination. He was considered an oddity and was somewhat eccentric. He was famous for the organ he carried with him to every campaign rally were he entertained the voters by playing the organ and giving loud boisterous speeches in between songs. He died in 2000, but his name came up again in 2001 when his Marquette Hotel in Cape Girardeau, Missouri was suddenly eyed to be demolished. A campaign started to make the Motel a Historic Landmark and Bullock's daughter agreed to restore the Hotel in order to save it from being leveled and made plans to put a restaurant in the building in the area where her father had opened his piano and organ store.
