President of Peru. He served as president from 8 September 1899 to 8 September 1903. Prior to becoming president, he studied at the Seminary of San Jerónimo. Later he traveled to England to study at the famous Stonyhurst College. He then went to King's College, London where he obtained a bachelor's degree in 1868 and graduating as a civil engineer. He then worked on many public works and private projects. He traveled around Europe improving more in his profession. He then participated in the War of the Pacific as a colonel in the Civic Militias. After the war he served as Deputy of the Republic of Peru from 1895 to 1899 and Senator of the Republic of Peru from 1896 to 1898. He was Minister of Development and Public Works of Peru in 1896. He then became president. He is best remembered for his numerous accomplishments including the economic strength of the nation, colonization and exploration and solving border problems with neighboring countries. After his term ended, he retired from politics and lived in his native Arequipa until his death.
