Ecuadorian Statesman. He served as the 42nd President of Ecuador from January 22, 2000 to January 15, 2003. He studied political and social sciences and received his Doctor in Law degree from the Catholic University of Guayaquil. From March of 1983 to August of 1984, he served as governor of Guayas Province. He also served as chancellor of his alma mater for two different tenures (1986-1991, 1991-1996). In 1998, he was the running mate of Jamil Mahuad, who was victorious in the presidential election that year and became Vice President. On January 21, 2000, Mahuad was ousted in a military coup and he replaced him as president. He served in this office until 2003, when he was replaced by Lucio Gutierrez, who had been successful in the previous year's election. In 2005, he was accused by former President Leon Febres Cordero of mishandling the country's foreign debt. He denied the charges and later went into exile in the Dominican Republic. He came back to Ecuador in 2006 and placed under house arrest, which was later lifted.
