22nd President of Bolivia. A member of Bolivia's Conservative Party, he served as president from August 15, 1888 to August 11, 1892. Prior to becoming president, he was a lawyer and one of the country's foremost silver-mining tycoons. He also served as Vice President of Bolivia from May 31, 1880 to March 11, 1881. Becoming president, he faced many pro-Liberal rebellions but somehow managed to hold on to power. Despite internal distractions, he improved the road system, reformed the military, and fostered the exploration of the Chaco frontier. He completed his term and in 1892 and another Conservative, his understudy and vice-president, Mariano Baptista, became president. He is best remembered for his assertive personality, a firm stance in favor of a civilian democratic order, and for having laid the foundation for the modern party system in Bolivia.
