Prime Minister of Luxembourg. A member of the Christian Social People's Party (CSV), he served as the 18th Prime Minister from 2 March 1959 to 15 June 1974 and again from 16 July 1979 to 20 July 1984. Prior to becoming prime minister he attended the Cours Supérieurs de Luxembourg from 1933 to 1934 and then at the Law School of the University of Paris and the École libre des sciences politiques from 1934 to 1937. In 1938 he received a PhD in Law. In 1938 he became a lawyer in Luxembourg City and during World War II he supported the resistance. After World War II, he became the Controller of the banking system in Luxembourg. He also helped set up the International Monetary fund. Beginning in 1953 and ending in 1974 he served as minister of defense, minister of foreign affairs, minister of justice, and minister of finances. He served as a member of parliament and leader of the CSV from 1974 to 1979. He is best remembered for being an advocate of European integration. During his terms in office, he negotiated the relocation of several European institutions to Luxembourg and helped end the steel crisis with the diversification of the national economy through new industrial investments. After leaving the government he remained active in activities to improve the country. an example was enabling his country to become a forerunner in global satellite telecommunications.
