This is a military marker there are no dates on the stone.
This memorial entered from Cemeteries of Anson County Volume One by the Anson County Historical Society 1989.

According to the application for military headstone his death date is April 6, 1913 and he is listed as Private in Company K 26th North Carolina Infantry. The burial place is listed as Sinclair Family Burying Ground. It also states he enlisted September 17, 1861 and was wounded in service. The name on the application has been changed from Jerman to Jarman. (See included photo of application).

NOTE: 1900 census lists birth as April 1828. Also I have changed the last name on the memorial to Jarman. On records he is listed as Jerman, German, Jarman. His wife is Mary Sinclair according to daughter's death certificate. Mary is on the 1880 census but not the 1900 and I believe she is buried in this cemetery.

Dates are from family Bible and this Bible information comes from contributor Sloane 48786145 who also lists his father as Willis Hammah Jarman and mother as Mary Trexler.

NOTE: I believe the middle name of his father should be either Hannah or Hamer not Hammah.

NOTE: According to the 1910 census and death certificates for them Willis Jarman had five adopted children: Elizabeth "Bessie" Jarman Teboe (56347376), Albertha "Bertha" Jarman Tarlton (35352804), William Franklin "Bill" Jarman (50438675), Charlotte Ellen Jarman Eddins (35206289), Frontice Culpepper Jarman (145899970). According to the 1900 census these are listed as his grand nieces and grand nephews. Their mother was Martha Henry who according to the 1900 census was niece of Willis Jarman and according to the 1880 census was the adopted daughter of Willis Jarman. On the 1900 census she is listed as Martha J. Henry. I don't know if the J is for Jarman or not. Due to this information I am linking these to Willis as his children.
