O'Fallon, Illinois - Officer Carl E. Walker, age 50, of O'Fallon, Ill., passed away Wednesday night, January 13, 2021, at his home, surrounded by his family, after a courageous battle with pancreatic cancer. Carl grew up in an Air Force family, moving often, and attended New Mexico Military Institute in Roswell, N.M., Class of 1988. He attended McKendree University in Lebanon, Ill., for a degree in Bachelor of Arts with a Major in Criminal Justice, Class of 1994, and Webster University at Scott Air Force Base, Ill., for a Master of Arts degree with a Major in Computer Information Systems Management, graduating in May 2003.
Carl was born to be a police officer. He started his law enforcement career in 1992, volunteering as an Auxiliary Deputy with the St. Clair County Sheriff's Department. In 1996, Carl started work with the Richmond Heights, Mo. Police Department where he worked as a detective, firearms instructor, and armorer. Carl loved working at Richmond Heights, but longed to be closer to family and friends in Illinois.
On August 11, 2003, Carl was sworn in as one of O'Fallon's Finest. During his tenure at the O'Fallon Police Department, Carl has served in many roles. He worked in Patrol Division, served as a School Resource Officer at the High School, and then as a Detective within the Criminal Investigations Division. During his time as a Detective, Carl served on the Major Case Squad of Greater St. Louis and the Child Death Task Force. Carl's expertise and initiative motivated him to develop an information sharing platform which is still in use by law enforcement all over the Metro East. He also recognized the importance of protecting people from cybercrimes by conducting educational seminars to teens and families in our area.
In 2012, Carl received the O'Fallon Police Department's Officer of the Year award. He also received awards from the Major Case Squad of Greater St. Louis, the Southern Illinois Law Enforcement Commission, the Southern Illinois Police Chief's Association, and the Illinois State Bar Association for his contributions to Law Enforcement.
Even after his cancer diagnosis on June 6, 2019, Carl worked diligently and faithfully as a public servant. He continued to give presentations, conduct investigations, and played a vital role in ensuring the O'Fallon Police Department organization was compliant with state-mandated regulations. Carl has dedicated his career to serving our community and keeping our society safe from those that wish harm upon us. He was a man of great honor and integrity, serving our community admirably. Carl was witty, had a great work ethic, and was a good friend. The O'Fallon Police Department is gracious for his friendship and the privilege to have served with him.
In his free time, Carl enjoyed hunting deer, waterfowl, and dove. He was the "Meat Master" and loved to grill and enjoy a glass of wine, beer or Elijah Craig Bourbon Whiskey while listening to jazz and watching birds and practicing his duck calls. He expanded his interests into becoming a registered drone pilot and photography. When working nights, he would spend time in the garage building his own remote-controlled lawnmower, working on guns or watch documentaries to build upon his "useless knowledge," as we would joke.
Survivors include his wife Stacey L. Hawkins; his daughter Ashley L. Walker; his parents Ronald and Elizabeth Walker; sister Pamela Schulter, all of O'Fallon; brother Jesse (Rebecca) Walker of Libertyville, Ill. & their children Joey and Michael Walker, nephew William (Rhegis) Morris of Owens Cross Roads, Ala. & their children Liam and Lizzie. He was the beloved son-in-law of Earl and Mercedes Hawkins of Swansea, Ill., and brother-in-law of Stephen Hawkins & his daughter Reilly. Last but not least, his steadfast companion Ollie, Labrador Retriever, was always by his side and participated in all naps and howling at duck calls.
The family would like to thank O'Fallon Police Department for their unwavering support during this difficult time. In addition, our "Second Family" of Gary & Linda Hayduk, Kurt, Tina & Caden Schutz, Jenny Broadston, Mark & Casey Daniels, Casey Broadston and Meagan Pinkerton was there every step of the way. In lieu of flowers, memorial donations are suggested payable to Fraternal Order of Police Lodge #198, (memo line: Cops and Kids), to support our local police department's outreach to area children--a cause that Carl supported and believed in. Procession will depart Wolfersberger Funeral Home, at 10:30 am. for St. Clare of Assisi Roman Catholic Church, 1411 Cross St., Shiloh, Illinois. The O'Fallon Police Department will lead a law enforcement walk-through beginning at 10:45 am., immediately followed by a Mass of Christian Burial, with Rev. James Deiters presiding. At the conclusion of Mass, the O'Fallon Police Department Honor Guard will render honors outside of church. Following the public services, cremation will take place, and the family will attend a private burial service. The Mass will be livestreamed via St. Clare Church's website at https://stclarechurch.org/live.
