Predeceased by her parents, Dr. John and Mabel Crocker and her 1st and 2nd husbands, Emerson Parish and Daryl Elford
Frances served her church, St. Andrew's Presbyterian of Victoria, in many capacities including being an elder, for 50 years. Always interested in politics, she was elected to the municipal council in Oak Bay in 1964 and from 1970-73 served as Mayor, the first women to hold that post in the Greater Victoria Region. Later, Frances served as a Citizen Court Judge. Also served her community in many ways including Lady Laurier Club, Liberal Party of BC and Canada, University Women's Club, P.E.O. Sisterhood-Chapter AB (first president), Imperial Order Daughters of the Empire, and the Business and Professional Women's Club of Victoria.

Funeral services will be held on Monday, May 27, 2002 at 10:00 am at McCall Bros. Floral Chapel, Johnson at Vancouver Street, with the Rev. Dr. Michael Caveney officiating. Cremation. Interment will follow in the family plot at the Royal Oak Burial Park.

Predeceased by her parents, Dr. John and Mabel Crocker and her 1st and 2nd husbands, Emerson Parish and Daryl Elford;

Frances leaves to mourn her passing her two sons, Alan (Wendy) of Elkford, BC and his son, Andrew; and Chris (Kim) of Portage la Prairie, MB and his children; Ian, Michelle and Shauna.

Also surviving is her brother, Jack (Norma) Crocker of Victoria; her sister, Myra (the late Louis) McQuitty of Sarasota, Florida and several nieces and nephews.

She graduated from the University of New Brunswick with a B.A. and taught school for one year in rural New Brunswick. During World War II she served with the Red Cross Blood Processing Lab.

She married Flight Lieutenant Emerson Parish in 1943. She was widowed on May 6, 1945. Then in 1946 she married Daryl Elford and moved to Victoria.
