Born April 14, 1962 in Marshall, he was the son of William F. “Bill” Harper, who survives of Columbia, and the late Linda Sue Bacon Harper. Billy lived in Columbia most of his life and was a 1980 graduate of Hickman High School. He then went on to earn his bachelor’s degree in drafting from Central Missouri State University, now University of Central Missouri. On August 2, 1986 he married Connie Burton, who survives of the home. Billy’s entire professional career was spent as a draftsman with SEMCO in Columbia.
In addition to his father and wife, he is survived by two daughters: Sarah Tynes (Travis) of Kansas City and Erin Harper of Columbia; three grandchildren: Issa, Zoey and Lucas; as well as many aunts, uncles, cousins and extended family.
