Born September 27, 1959, in Washington, D.C., he was adopted as an infant from an agency in Westminster, MD, and became the son of the late James Kenneth and Martha Jane (Bittinger) Shaffer. He was also preceded in death by his cherished brother, Kenneth D. “Fuzz” Shaffer.

In addition to his wife, Bonita, he is survived by a sister, Jonna K. Frazee, Oakland, MD.
