Jeremiah was the third of four children of Richard Hart Burroughs, a farmer, and Hannah Ann Mathews Burroughs. He was their only child to live to adulthood.

He was known as Jeremy throughout his life, and was probably named after his mother's brother, Jeremy Mathews.

In his youth, Jeremy spent a lot of time on the farm of his grandfather, Moses H. Burroughs, in Hopewell Twp., Mercer Co.

He married Anna Rebecca Hampton on Sep. 28, 1881 in Quakertown (Franklin Twp.), Hunterdon Co., New Jersey. They had four children: Anna Mariah 'Rita' in 1887, Leon Abbott in 1890, Russell Hampton in 1894, and Clarence about 1896. Clarence didn't survive. The couple later separated, and the children grew up in the homes of various relatives.

Jeremy has been described as a farm laborer, a salesman, a caretaker, a tinsmith and most often a plumber.

He was a scoundrel in his younger years. He spent some time in jail for forgery and grand larceny, and was also in a bar fight that made the newspapers. Jeremy was specifically disinherited in his grandfather Moses' will. But he reformed himself later in life, attending the Old School Baptist Church in Pennington.

He died at his daughter's home of a cerebral hemorrhage after an illness lasting four weeks. He had 11 grandchildren and 134 additional descendants as of late 2007.

He shares a gravestone with his two sons and Russell's second wife Mary.
