Charlotte "Rosie" Watkins, 95, of Providence, died Christmas Day at Philip Hulitar Hospice Center, Providence. She was the wife of the late Russell Watkins.
Born in South Kingstown, she was a daughter of the late Harry and Charlotte “Lottie” (Haskins) Hazard.
Charlotte worked as an interviewer for the State of Rhode Island Department of Employment Security for 18 years before her retirement in 1989. She was a loving and caring person who was dedicated to her family and many friends.
She leaves three sons, Russell E. Watkins and his wife Barbara, James H. Watkins, and Roger A. Watkins, three daughters, Cora A. Watkins, Dhana L. Whiteing, and Sandra M. Powell and her husband Wennzdehl, eighteen grandchildren, and numerous great grandchildren. She also leaves behind many nieces, nephews, great nieces and nephew, and her sister-in-law Nell Allen. She was the mother of the late Kenneth J. Watkins, and Beverly A. Watkins, and sister of the late James Haskins, and Mary C. Ross.
After many years raising her family and working various jobs, Charlotte attended the Opportunities Industrialization Center (OIC) of Rhode Island. She added to her education and skills and in 1971 began work in her first office job in the Job Bank at the then Department of Employment Security. Charlotte was considered an exceptional employee. She was hard working, and always kind, courteous and caring toward her coworkers and clients. She retired in 1989 after becoming an employment interviewer.
After her retirement Charlotte had many interests. She enjoyed Scrabble, playing in person and on the computer. She was part of the Scrabble Club at the Mt Pleasant library. She was a wonderful competitor, often winning into her 90s against the many family and friends who player with her. She also loved sports and was an avid fan of the New England Patriots, the Los Angeles Lakers, the New York Yankees, the PC men’s basketball Friars, and Tiger Woods. Charlotte also seriously enjoyed the long running television show, Survivor. She enjoyed an occasional scratch ticket or two.
Charlotte was a humble woman, devoted to her children, and adored by her grandchildren, great grandchildren, nieces and nephews. She was considered a second mother to many. To her nieces and nephews, she was their beloved “Aunt Rosie”. Charlotte remained in touch with numerous friends and loved ones throughout the years. In her 90s, she became a recent member to Facebook, where she was able to keep up with her grandchildren and great grandchildren, nieces and nephews, friends and family members. For 95, she was pretty good at it too!

The funeral will begin on Wednesday, December 30, 2020 at 10:00 am in the Russell J. Boyle & Son Funeral Home, 331 Smith Street, Providence. A funeral service will begin at 11:00 am in the funeral home. Burial will be private.
